You can install a PC repair tool as it not only helps with one issue but a range of issues that one may face while operating a laptop/pc. All thought this not a permanent solution if you need the same data as the main account. In here windows Taskbar might be working.
Note this is a brand new id so there will be nothing in here & completely different from your Main account. On the startup screen log in with your different newly created id. Once all done, now restart your computer or laptop.
